How does this make sense?

A 2-yr-old child does not have winter boots. He was not allowed to go out and play all winter long because he didn’t have the proper footwear and his daycare provider tells his parents every day that he really needs a pair of boots. The child arrives at daycare today with a sparkling new $50 pair of sneakers.
